15mm at full bump which should equate to 30-35mm standard ride with some travel and a bumpstop in place, whether i cut floor out in the back will be the next question, cops will blow there load i'm sure but i think its worth a try before, i go and play with airbags or any such crap

I have some brand new rears still. Still at $150 though. They have sat in the car before but it wasn't even lowered on them because they don't work with my exhaust setup (under the diff).

ok so i heard today that no matter which way you lower a car it needs to be certed even if its just lowering springs? was told this was brought in a few months back. can anyone confirm this?

Nah thats bullpucky..
As long as you a) use a reputable brand spring (if going aftermarket) b) dont go lower than 100mm ground clearance c) make sure your springs remain captive
You will be fine. It's laid out in the VIRM (vehicle inspection requirements manual)
